San Felipe was originally a sleepy fishing village, barely connected by road to Mexicali over a long, often flooded, mud, or washed-out road. Over the years it has developed into a resort destination for both Americans and Mexicans. However, its fishing roots are still evident in the large commercial harbor south of town frequented by shrimp boats.​
